Unresponsive Accounts

There are many buildings in the server which I have noticed which aren't claimed/used in a long time. As new players come and space is limited, are we allowed to clear up the places? or do we need permission from Colm or the admins? 
( I found some unused buildings for a long time and I want to clear it up)

if you think a building is unused then tell Head-Admins and up but we will probably not bother as we can make more space for building quite easily.

Also, some private signs have been removed due to in active members on TechCraft.
