Yes, that mod is allowed. It's only a client mod and it won't affect your gameplay.

What is opdefine? And if opdefine is allowed, are there other small mods which is allowed, as long as it doesn't affect the gameplay?

Oftifine is a mod that allows you to zoom in on a place by holding Ctrl on keyboard. It also reduces lag and gives you more video setting options

How will I know if a mod is client or not. (Because I mod my game sometimes and would like to know when I don't have to switch my .jar)

Because "client" mods only work for the "client"... If it's a server mod that will break your client.
